There is a Change in Instructions for the Smelt and Cast Declaration for Aluminum Derivatives
For derivative aluminum, the filer, as an interim solution, may report any country other than the United States if the filer does not know the country of smelt or cast. Importers may submit a post-summary correction to update the country of smelt or cast when they obtain information on the actual country(ies) of smelt or cast. For a long-term solution, CBP is looking into other options for reporting an unknown country of smelt or cast. CBP will provide guidance through a CSMS message when more information is available. This is a change of requirement for when an importer does not know the country of smelt or cast that Russia had to be declared and assessed 200% duty. President Trump has Issued a Proclamation for 25% Tariffs on Auto Imports
This week, President Trump issued a proclamation that under Section 232, there will be an imposition of a 25% tariff on imports of foreign-made automobiles and certain automobile parts. Autos are passenger vehicles that include sedans, SUVs, minivans, light trucks, and vans. The 25% will not be assessed on the U.S. content of the autos. The White House will allow time for importers to determine the U.S content that will not be assessed the 25% assessment. Autos that qualify for duty-free treatment under USMCA will also not be subject to the 25% tariff. Final instructions are expected on April 2.
Reciprocal Duty Announcement Due on April 2
The administration is preparing its announcement on proposed reciprocal duties. We have heard that the assessment will not be classification by classification. Rather, there will be a staggered rollout for the various countries. Right now, this is speculation since details have not been released. The announcement with details is expected on April 2
